Eagan City Council Adopts 2026 Budget and Fee Schedule

The Eagan City Council has approved the 2026 general fund budget and fee schedule, introducing changes that will affect residents and local services.

2026 General Fund Budget

On December 16, 2025, the council adopted a $60.25 million general fund budget for 2026, accompanied by a final levy of $57.54 million. The 8.9% levy increase is primarily attributed to rising personnel costs, which constitute approximately 80% of the general fund, along with bond debt for recent parks and community center projects, and escalating insurance and IT expenses.

2026 Fee Schedule

Earlier, on December 2, 2025, the council approved the 2026 fee schedule, which includes several notable adjustments:

  • Utility Rates: An average 7.2% increase in utility bills for a typical household.
  • Fingerprinting Fees: Introduction of new fees set at $20 for Eagan residents and $30 for non-residents.
  • Park and Trail Dedication Fees: A 4% increase.
  • Community Center Fees: Adjustments reflecting the recent remodel.

These changes aim to address the city’s financial needs while continuing to provide quality services to the community.
